Passengers face $400 fines and entities $800 for offending deemed not significant enough to warrant prosecution.

The changes come in to force early next year and enable officers to fine the owners of vessels who fail to notify Biosecurity NZ of their arrival, for any breaches and create a declaration process for ship passengers similar to air travellers.
