The report was produced by Coriolis Research on behalf of the Ministry of Business, Innovation and Employment.
The product opportunities were identified after passing through a series of tests on value, growth, feasibility of production and the current state of the market.
Dairy commodities such as milk powders, butter, milkfats, cheese, whey, lactose and yoghurt were identified as having high value and high growth but were considered to be already operating at scale.
The main challenges facing stronger NZ exports for chilled yoghurt, infant formula and dairy nutritionals include: an entrenched supply base of multi-national companies, strict regulations, insufficient production capabilities (e.g. yoghurt manufacture and transport) and lower birth rates in key export markets.
The report also states NZ's leveragable factors which include low production costs and a good reputation in Asian markets.
Potential roles for government support were identified mostly surrounding research and marketing funding, market access, and maintaining high food safety standards.
