Ireland and Sweden overshoot cheese PSA ceiling quota in first week

Ireland and Sweden have fully utilitsed the newest cheese storage scheme with both exceeding their ceiling quota. Overall intervention activity was busier than the previous week but still relatively subdued. On internal EU markets price movements were small and varied for dairy products for the week ended November 1, 2015.

Prices for cheese moved mostly in a positive direction with the exception of gouda which fell 0.6% to €252/100kg. Cheddar prices moved up 1% to €305/100kg, edam up 0.7% to €250/100kg and emmental up 1.2% to €389/100kg.

Butter prices trimmed 0.6% off the previous week to stand at €298/100kg, skim milk powder (SMP) prices were down by 1% to €179/100kg and whey powder was down by 0.8% to €64/100kg.

Whole milk powder was the only key dairy product other than cheese to improve for the week, gaining 1.4% to €245/100kg.

France was the only country to offer SMP volumes into intervention with 128t.

More countries offered SMP into private storage aid (PSA) with a total of 1304t across all storage periods. For a storage period of less than 210 days, Czech Republic offered 437t, the Netherlands offered 184t, and Germany offered 48t.  For the longer storage period of 365 days, the Netherlands offered 611t and Germany offered 24t.

The Netherlands was the one major player in butter storage, offering 892t for the week. Poland offered a small amount of 63t.

The newest PSA scheme  for cheese which opened during the week of the October 19 saw nearly 19,000t offered in the first week. For the second week, ending November 1, just 5012t of cheese was offered. 

The new scheme was opened up for a maximum of 100,000t with each member state given a share of this based on their respective cheese production. The largest allocations went to Germany, France and the Netherlands.

Ireland exceeded its quota in the first week by 355t with an offering of 2190t. Sweden also exceeded its quota with an offering of 1927t, overshooting its ceiling of 945t.

For the week ending November 1, France offered 386t of cheese into the scheme, Italy offered 4486t and the Netherlands offered 140t. These countries have ceiling quotas of 20,830t, 12,015t and 8156t respectively.

In the two weeks the PSA scheme has been open, almost a quarter of the quota has been filled.
